Hofborg has approximately 50 NPC residents living in the town and working at the Temple. The Saebjorn has another 40 oarsmen NPCs who come and go with the ship. A number of the NPCs are represented in game with various ESO Houseguests. Each incarnation of a Houseguest is its own NPC with its own name and personality

Rigurtson Brothers
The Rigurtsons, no relationship to Rigurt the Brash, are a family of Nords from Eastmarch who got into some trouble with the law and fled to Hofborg, never revealing the cause of the trouble to any. There are a number of brothers living in Hofborg. Each brother is unique in their gifts and offers something different to each area of Horborg. Don't pick a fight with one of them, though, because regardless of the offense, what is done to one is done to all of them! Forgiveness is not known to be in the nature of these men. Don't take that as a challenge or threat, though, because each Rigurtson follows a code of honor that expresses the attitude of 'one and done', meaning once revenge is taken, it won't be taken again for the same offense.

The Jorms
Most of the town guard was lost during the slaver attack in the fall of 590. Those left chose to take the name Jorm in honor of Jorm Hakonson who died in the attack and was an inspiring leader among the guard. None of the Jorm were actually born with it as a first name but they proudly stand together in unity to honor their fallen friend though a word will never be spoken about him or the attack again. A vow of silence on the subject has been issued and agreed upon to solidify the kinship.

Bastion Family
Imperial Bretons who lived in Bruma and work as bondservants. The boys are twins and their mother and father owed a large debt to the Saebjorn Crew. As payment for the debt and to the shame of the Bastion family name the boys parents agreed to sell their sons to the captain of the crew, Baene Thorrstad, in exchange for the mercy of life. It is rumored that one of the brothers may be on his way to earning glory and freedom from his bondservantude while the other prefers to stay on as a servant since he is sweet on a lady in town.

Keldora Family
A set of twins with cousins who are remarkably similar in looks, and have lived and worked in Hofborg their whole lives. These girls are often well-known and seen everywhere around Hofborg. Each one has a unique talent and gift for service and they are often the most adored and talked about upon the lips of the travelers that meet the docks and streets of Hofborg.

Ghrasharog Company
A mercenary company of Orcs that adopt a matching surname to symbolize their bond. Most members often aren't privy to sharing their band's colorful history, but it's rumored they were from one of the few Orc strongholds in Skyrim, but left due to in-fighting. Now they're venturing off with the dream of one day founding their own stronghold.

The Ragpickers
This name refers to a group of Wood Elves who come in and out of town regularly. They are generally believed to be nomadic, and few of the residents know their names reliably, so they are collectively referred to by their title rather than their first names.
